The Arab League has called for international legal measures against Israel after Israeli forces fired ‘warning shots’ at a convoy of diplomats in the occupied West Bank city of Jenin. The delegation, comprising representatives from over 30 countries, had been on an official mission to assess the humanitarian situation on the ground.
Ambassador Majed Abdel Fattah, the Arab League’s permanent envoy to the United Nations, denounced the incident as a blatant breach of the Vienna Convention on Diplomatic Relations. “This is a clear and explicit violation. The occupation forces opened fire on diplomatic representatives accredited to both Arab and Western nations. This must not be allowed to continue,” he stated.

Abdel Fattah urged the international community to incorporate this act into the existing legal proceedings at the International Court of Justice (ICJ), where Israel stands accused of genocide in the Gaza Strip.
He further noted that a forthcoming advisory opinion from the ICJ could strengthen the authority of the United Nations General Assembly, enabling it to pass resolutions with enhanced legal weight. This, he argued, might help counteract the influence of repeated US vetoes that shield Israel from accountability.
The incident provoked outrage among several nations whose diplomats were part of the convoy, prompting them to summon Israeli ambassadors for explanations. Countries, including Germany, issued firm condemnations in response to the event.
Israel’s military later acknowledged firing “warning shots,” claiming the delegation had strayed from an agreed route. However, the Palestinian Ministry of Foreign Affairs disputed this, stating the visit had been pre-coordinated and that the convoy was travelling in clearly identified diplomatic vehicles.
