Egypt has proposed a plan to address the situation of around 200 Hamas fighters who are believed to be stuck in tunnels underneath the Israeli-controlled area of Rafah in southern Gaza, according to a report by Ynet cited by the Palestinian news agency Ma’an.
Under the terms of the proposal, the fighters would surrender their weapons to Egyptian authorities and provide updated intelligence about the tunnel network to facilitate its dismantling.
In exchange, they would be granted safe passage into zones still controlled by Hamas.

Two sources familiar with the negotiations told Reuters that the suggestion has been passed on to both Israel and Hamas. However, neither party has approved the plan so far, and discussions remain in progress.
Reuters also noted that contact with the Hamas fighters in Rafah has reportedly been lost since around March, with one source suggesting they may be unaware that a ceasefire is currently in effect.
The source added that securing the fighters’ evacuation would support efforts to maintain the truce.
