Nigeria to Digitise 50% of Land Titles in 10 Years

Nigeria has pledged to significantly enhance land titling, documentation, and registration across the country, targeting a 50 per cent improvement within the next decade.

The announcement was made by the Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, in Lagos during the Nigeria Land Titling, Registration and Documentation Programme (NLTRDP), organised by the Lagos State Office of Electronic Geographic Information System (e-GIS) and Urban Development, in collaboration with the Federal Ministry of Housing and Urban Development.

Arc. Dangiwa said the initiative forms part of President Bola Tinubu’s administration efforts to unlock the economic potential of land in Nigeria. He emphasised that modernising land administration will make land a viable asset for wealth creation, housing delivery, and inclusive economic growth, while ensuring states maintain full control over their land management.

“Over 97 per cent of land in Nigeria is not formally titled, limiting its use as collateral for loans and its value in property transactions. With this initiative, all states can now commence digitisation of land registries, integrate geographic information systems, and adopt global best practices already implemented in Lagos State,” the Minister stated.

Lagos State Governor, Mr Babajide Sanwo-Olu, praised the Federal Government’s Renewed Hope Agenda for unlocking the vast economic opportunities of land. He described electronic land documentation as the way forward to minimise physical interference and secure land rights for citizens.

“Clear land ownership goes far beyond documentation. It is also about security, opportunity, and ultimately, peace of mind. Every Lagosian should have that assurance. Real progress comes when we work together and follow through, and today is a testament to that,” Governor Sanwo-Olu said.

Governor Sanwo-Olu also highlighted Lagos State’s new digital house numbering initiative, which assigns a unique digital identity to every property. The project aims to enhance navigation, service delivery, and overall urban management.

“The Lagos digital house numbering system is a novel idea. It is about technology, and that is one of the things we are trying to achieve: using technology as a strong enabler to resolve all land issues, allowing residents to access and address land title matters from the comfort of their homes,” he explained.

The Governor assured the Federal Government and Lagos residents of more innovative measures to improve land administration in the state.
