Nigeria has entered into a landmark agreement with DALIL Engineering Company of the United Arab Emirates to introduce Advanced Cargo Information (ACI) systems at airports across the country. The Memorandum of Understanding was signed by the Minister of Aviation and Aerospace Development, Festus Keyamo, during a high-level visit to Abu Dhabi, marking what he described as a major step towards transforming Nigeria into a leading aviation and logistics hub in Africa.
Keyamo revealed that feasibility studies for the project will commence in October 2025, with full nationwide deployment scheduled for the third quarter of 2026. He emphasised that the adoption of ACI technology will revolutionise cargo operations by enabling early detection of high-risk shipments, easing clearance procedures, and improving overall efficiency.

The Minister added that the system will enhance government revenue collection through real-time data capture, support international trade, and strengthen Nigeria’s standing as a regional logistics centre. He noted that the initiative complies with international standards set by the International Civil Aviation Organisation and the World Customs Organisation.
Highlighting the strategic value of the partnership, Keyamo said the collaboration with DALIL UAE extends beyond the transfer of technology, aiming to embed resilience, efficiency and competitiveness within the country’s aviation sector. He pledged that the Federal Government will maintain a supportive policy environment to ensure the smooth roll-out and long-term sustainability of the project.
