Data from the latest Fact Sheet released by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) shows that Nigeria’s daily petrol consumption fell to an average of 52.9 million litres in November 2025. This represents a drop from the 56.74 million litres consumed daily in October.

Of the total used in November, local refineries supplied 19.5 million litres per day, up from 17.08 million litres the previous month. The Dangote Refinery contributed significantly, increasing its output to an average of 23.52 million litres daily, compared with 18.03 million litres in October.

The report indicated that imports accounted for 52.1 million litres per day of national consumption, rising sharply from 27.6 million litres per day in October. The NMDPRA described Dangote’s production levels as a major milestone in cutting the country’s dependence on imported petrol.

However, the Port Harcourt, Warri, and Kaduna refineries—operated by the NNPC—produced no petrol during the month, as all three facilities remained under rehabilitation or shutdown.

According to the regulator, the rise in imports resulted from low supply in September and October 2025, efforts to boost national stock ahead of peak year-end demand, NNPC’s import drive to rebuild inventory and safeguard supply, and delayed offloading of 12 vessels initially meant for October but discharged in November.

The report also noted that October 2025 recorded the highest consumption within the one-year review period, followed by November 2024 at 56 million litres and April 2025 with 55.2 million litres. In November 2025, Nigerians also used an average of 15.4 million litres of diesel daily, 2.5 million litres of aviation fuel, and 3,992 metric tonnes of cooking gas.
