The administration of US President Donald Trump has proposed charging countries $1 billion for permanent membership on a new international body called the “Board of Peace,” according to a draft charter seen by AFP on Monday.

The proposed body, which would be chaired by Trump, has reportedly extended invitations to several world leaders, including Russian President Vladimir Putin, Hungarian Prime Minister Viktor Orban and Canadian Prime Minister Mark Carney.

Trump has also named US Secretary of State Marco Rubio, former British Prime Minister Tony Blair, senior envoy Steve Witkoff, and his son-in-law, Jared Kushner, as members.

Under the draft framework, countries would be granted membership for a maximum of three years, represented by their heads of state. However, the charter states that nations contributing more than $1 billion in cash during the board’s first year would be exempt from the term limit and could retain their seats indefinitely.

The document explains that membership terms would normally be subject to renewal at the chair’s discretion, while the payment threshold would override the three-year restriction.

Although the board was formed to oversee the reconstruction of Gaza, its charter does not limit its mandate to the Palestinian territory. Instead, it outlines a broader role focused on conflict resolution and post-war governance.

According to the draft, the structure would include a central board, a Palestinian-led technocratic committee to administer Gaza, and a separate executive board with an advisory function.

The charter describes the proposed organisation as an international body intended to promote stability, re-establish lawful governance and secure long-term peace in regions affected by or vulnerable to conflict.
