The Independent National Electoral Commission (INEC) has clarified that the ongoing Permanent Voter Card (PVC) collection exercise applies only to residents of the Federal Capital Territory (FCT), in preparation of the February 21, 2026, Area Council elections.
In a statement on its official X (formerly Twitter) account on Thursday, the commission urged citizens from other states not to rely on unverified information regarding PVC collection.
INEC explained that collection schedules for other states have not yet been set, and any updates will be formally announced on its official platforms.

“Dear residents of other states, the current PVC collection exercise applies only to the FCT, ahead of the February 21, 2026, Area Council Election.
“For other States, the dates for PVC collection have not yet been fixed by the Commission.”
The commission noted that PVC distribution in the FCT is taking place at voters’ respective wards from January 22 to 26, between 9 a.m. and 3 p.m., with a provision for collection at Area Council offices for those unable to pick up their cards during the initial period.
INEC further emphasised that the clarification is part of its efforts to maintain transparency and orderly registration ahead of local elections.
The commission asked voters outside the FCT to exercise patience and wait for official notices before acting on any unofficial reports.
