South African Environmental Affairs Minister David Maynier has dismissed an appeal by 47 conservationists and organisations—including Greenpeace Africa—clearing the path for TotalEnergies to conduct offshore oil and gas exploration.
The decision upholds a 2024 environmental authorisation permitting operators to drill up to five exploration wells in Block 3B/4B along the nation’s West Coast, located within the energy-rich Orange Basin.
While rejecting the challenge, Maynier attached specific conditions regarding coastal community livelihoods and food security assessments.

TotalEnergies welcomed the ruling and committed to complying with marine protection standards, whereas Greenpeace Africa condemned the decision as a failure of environmental governance.
Aggrieved parties retain the legal right to seek a judicial review in court.
