Chelsea Fined £10 Million Over Rule Breaches

English football club Chelsea have been fined £10 million and handed a suspended two-window transfer ban after being found guilty of multiple breaches involving football agents, intermediaries and third-party investment rules.

The Football Association (FA) announced the sanctions on Friday, following 74 breaches of FA Rule E1.2 linked to the club’s previous transfer activities. The breaches were self-reported by Chelsea’s current ownership after completing the purchase of the club.

In a statement, the FA said, “A financial sanction of £10 million and a suspended two-window registration ban have been imposed on Chelsea FC for breaches of The Football Association Football Agent Regulations, Regulations on Working with Intermediaries and Third Party Investment in Players Regulations.”

The FA said Chelsea admitted to all 74 breaches before an independent Regulatory Commission, while investigations into individuals connected to the case are still ongoing.

“The FA charged Chelsea FC with 74 breaches of FA Rule E1.2 after its current ownership self-reported misconduct upon its purchase of the club,” the statement added.

The independent Regulatory Commission initially imposed a six-point deduction, suspended until June 30, 2027, alongside the financial penalty.

However, Chelsea appealed the suspended points deduction, and an independent Appeal Board overturned that decision.

Instead, the club was given a suspended ban from registering players for two complete and consecutive transfer windows, which will only be activated if Chelsea breaches conditions before June 30, 2027.

“The club appealed against the suspended points deduction and an independent Appeal Board allowed the appeal and set aside this sanction following a further hearing.”

Chelsea did not challenge the £10 million fine, which the FA said would be invested into grassroots football development.

The sanctions relate to rule breaches that happened before Chelsea’s current owners took over the club but were later uncovered and reported by the new management.

The FA said its investigation into possible individual misconduct connected to the case remains active.
