Rivers: Ibas Orders Local Government Heads to Submit Reports

The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas, has instructed the Heads of Local Government Administration (HLGA) in the state’s 23 local government areas to provide a report on their council activities.

Ibas said that the HLGAs appointed by the suspended governor, Siminalayi Fubara, should send their reports to the Permanent Secretary of the Ministry of Local Government.

This information was contained in a memo entitled ‘Re: Submission of Report of The Activities of Your Councils,’ directed to the HLGAs, dated March 24, 2025, and signed by Itong Awani, the Permanent Secretary of the Ministry of Local Government Affairs.

Some of the details required for submission include the councils’ functions, the number of employees on the nominal roll, and the sources of revenue for the LGAs.

The memo also outlined the acceptable report format. It specified the following sections: introduction/preamble, council functions, number of staff on the nominal roll categorised by cadre, and sources of revenue generation for the LGA.

Additional sections included in the report template are ongoing and completed projects from the past two years, council achievements, challenges faced, recommendations, and a conclusion.

As per the memo, the heads of local government administration are required to submit the report by Wednesday, March 26, 2025.
