The foreign ministers of Qatar and seven other Muslim countries have condemned Israel’s reported rejection of a roadmap for implementing US President Donald Trump’s plan to end the Gaza conflict, warning that the position could undermine efforts to end the war.
In a statement issued by Qatar’s Foreign Ministry, the ministers from Qatar, Jordan, the United Arab Emirates, Indonesia, Pakistan, Türkiye, Saudi Arabia and Egypt also condemned Israel’s rejection of Palestinian statehood.
They said the positions “amount to a direct repudiation of the Comprehensive Plan, jeopardise its implementation, and fundamentally undermine the collective efforts undertaken to achieve a just and lasting peace.”
The ministers said Israel’s stance “confirms that Israel now bears responsibility for obstructing the efforts to bring peace in Gaza and the rest of the Occupied Palestinian Territory.”
They called for sustained US involvement to ensure Israel complies with the commitments under the plan and roadmap.
The ministers said the roadmap resulted from extensive mediation involving Qatar, Egypt, Türkiye and the United States, alongside the High Representative for Gaza and the Board of Peace.
They described it as a “vital milestone” for a process involving the decommissioning of weapons alongside the withdrawal of Israeli forces, deployment of an International Stabilisation Force, transfer of administrative authority in Gaza to a Palestinian committee and reconstruction of the territory.
The ministers said rejecting the roadmap “constitutes an explicit refusal to proceed with the implementation of the Comprehensive Plan” and threatened to derail efforts to end the Gaza war.
They urged Washington to remain actively engaged and said Israel should bear responsibility for any consequences arising from “continued rejection, obstruction, delay or non-compliance.”
The ministers also reaffirmed their support for Palestinian statehood and rejected “any attempt to deny or foreclose Palestinian statehood including through unilateral actions.”
“A just, lasting and comprehensive peace only will be achieved by the implementation of two-State solution,” they said, calling for an independent Palestinian state based on the 1967 borders, with East Jerusalem as its capital.
The statement comes as efforts continue to implement Trump’s Gaza plan, which was endorsed by the UN Security Council in Resolution 2803 in November 2025.
The resolution passed with 13 votes in favour and two abstentions by China and Russia. It endorsed the comprehensive plan, welcomed the Board of Peace and authorised the establishment of a temporary International Stabilisation Force for Gaza.
The United States, Qatar, Egypt, Türkiye, and the High Representative for Gaza developed a subsequent 15-point roadmap outlining the next steps for implementation.
The roadmap envisages reciprocal and verified steps, including the decommissioning of weapons by Palestinian armed groups, an Israeli military withdrawal, deployment of an international stabilisation force and the transfer of civilian authority to the National Committee for the Administration of Gaza.
The dispute comes as the roadmap remains stalled, with the Board of Peace saying in a May report that negotiations had not been finalised and that Hamas’ refusal to accept verified weapons decommissioning remained the principal obstacle to full implementation.
