Artificial intelligence firm Anthropic uncovered and disrupted a covert influence operation linked directly to United Arab Emirates government officials.
According to a company misuse report published Thursday, operators utilised Anthropic’s Claude chatbot to generate targeted advocacy materials, reports, and social media content aimed at dismantling the Muslim Brotherhood and countering critics of Abu Dhabi’s foreign policy.
The operation relied on an AI persona named “Deadshot” to drive a coordinated campaign against the Muslim Brotherhood.
To influence international perception regarding the ongoing war in Sudan, operators hijacked the identity of a legitimate Sudanese human rights organisation.
They drafted fake testimonies for United Nations (UN) submissions, framing state-sponsored propaganda as independent local witness accounts while strictly banning any mention of the UAE’s alleged involvement in the conflict.

Furthermore, the campaign created counter-accountability dossiers targeting United Nations Special Rapporteurs who publicly criticised the UAE’s alleged support for Sudan’s paramilitary Rapid Support Forces (RSF).
The network also deployed roughly 300 fake social media accounts to amplify its messaging.
While Anthropic confirmed the disruption of the network, the tech firm noted it remains unclear whether the generated dossiers and testimonies ultimately altered UN policy decisions.
The UAE government has not yet commented on the findings.
