Ghana Ends US Aid Talks Over Data Privacy

Ghana has formally ended negotiations with the United States over a proposed multi-year aid agreement after a dispute centred on access to citizens’ personal data, according to a source close to the government who spoke to AFP.

The breakdown in talks marks a notable shift in relations between Ghana and the United States, particularly at a time when Washington has been recalibrating its approach to development assistance across Africa.

The proposed deal was part of a broader effort by the administration of Donald Trump to establish new health-focused aid partnerships following the dismantling of the long-standing United States Agency for International Development and a reduction in the role traditionally played by non-governmental organisations.

However, negotiations faltered when US officials reportedly demanded access to sensitive personal data belonging to Ghanaian citizens. The request triggered resistance from Ghana’s delegation, which included senior health officials, indicating that the agreement may have been linked, at least in part, to healthcare support and infrastructure.

“The deal is dead,” the source stated, confirming that discussions had been terminated after reaching an impasse. The same source added that the tone of the negotiations deteriorated significantly once Ghana declined the data-sharing request. According to the account, the US team became “hostile” and exerted increased “pressure” to secure compliance.

The collapse of the talks underscores growing concerns among African governments over data sovereignty, privacy, and the conditions tied to foreign aid. For Ghana, the decision signals a willingness to prioritise protecting citizens’ personal information over external financial support, even as the country navigates economic and public health challenges.

While neither government has issued an official statement detailing the breakdown, the development raises broader questions about the evolving terms of international aid and the balance between assistance and national autonomy.
