NCAA Sanctions RwandAir Over Passenger Complaint

The Nigerian Civil Aviation Authority has fined RwandAir ₦15 million for failing to resolve a passenger’s baggage complaint within the stipulated timeframe.

The NCAA spokesperson, Michael Achimugu, disclosed this in a post on his personal X account on Friday.

The regulatory action followed the airline’s failure to address the passenger’s baggage complaint in line with Nigeria’s consumer protection regulations.

In addition to the fine, the NCAA directed RwandAir to replace the passenger’s damaged baggage and pay $170 as first-need compensation.

The authority said the compensation was in accordance with Part 19 of the NCAA Regulations 2023, which provides for compensation and other remedies for passengers affected by baggage-related complaints.

“The NCAA has sanctioned Rwand Air for consumer protection-related infractions. The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within the stipulated timeframe,” the NCAA said.

“In addition, Rwand Air has been asked to replace the passenger’s damaged bag and pay 170 dollars as first-need compensation as stipulated by Part 19 of the NCAA Regulations 2023.”

The sanction reflects the NCAA’s continued enforcement of consumer protection rules requiring airlines operating in Nigeria to address passengers’ complaints within prescribed periods.

The authority has previously imposed sanctions on both domestic and international airlines for various consumer protection and operational infractions.

In February 2025, the NCAA sanctioned five airlines over different violations, including Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors and Air Peace.

The NCAA has also warned airlines that failure to process passenger refunds within the timeframe stipulated under Part 19 of the NCAA Regulations 2023 could attract sanctions.

The latest action reinforces the authority’s position that airlines must comply with established consumer protection requirements and provide appropriate remedies when passengers’ rights are violated.
