Spanish Prime Minister Pedro Sanchez has called an early general election for November 29 after parliament rejected two housing measures proposed by his minority government, ending Spain’s current legislative term early.

Sanchez announced the decision in a televised address on Monday, saying his government needed a stronger public mandate to continue pursuing its political and social agenda.

“To do more, we need to renew and broaden the support of the people,” Sanchez said, adding that he wanted “to secure a much broader, progressive majority in parliament”.

The election had previously been expected in 2027. Sanchez, who has served as prime minister since 2018, announced it three days after lawmakers voted down two government decrees designed to respond to Spain’s housing affordability crisis.

The measures included protections for vulnerable tenants, changes to rental regulations and proposals targeting property purchases by large investment funds. The first decree was defeated 178 to 172, while the second was rejected 184 to 166. The conservative People’s Party, the far-right Vox party and Catalan separatist party Junts opposed the measures.

The parliamentary defeats exposed the difficulties facing Sanchez’s minority administration, which has relied on support from smaller parties to pass legislation since Spain’s previous general election.

Housing has become one of Spain’s most pressing political issues, with rising rents, limited affordable accommodation and evictions driving public demonstrations in several cities. Recent public anger intensified following the widely reported eviction of an 87-year-old woman in Madrid.

By calling the November 29 vote, Sanchez is asking voters to determine the composition of a new parliament and whether his Socialist-led political bloc can secure broader legislative support.

The campaign is expected to place housing, the economy and the stability of Spain’s next government among the major issues before voters.
