Edo State Governor Monday Okpebholo has signed a Memorandum of Understanding (MoU) with China Express Airline Co. Ltd and KDN Aero, advancing plans to establish a state-owned carrier.
The agreement was signed on Wednesday at the Government House in Benin City, following a presentation by the Chinese airline’s President, Shansheng Li, on the company’s operational capabilities.
“We have signed the MoU, and this is the first part of it. We will continue to build on it,” Okpebholo said.

“A presentation was made, which was very beautiful and wonderful. We have seen your capability, and we are ready to do business with you. By the grace of God, Edo Air will be in the airspace very soon. So, we are in partnership with you.”

According to Secretary to the State Government Umar Ikhilor, the partnership follows a fact-finding mission to China by a seven-man delegation in September.
The team visited China Express Airline and the Commercial Aircraft Corporation of China (COMAC) to evaluate potential partners.
Ikhilor noted the delegation was impressed by China Express’s flight-monitoring operations, where a screen tracked 192 flights by 10 am during their visit.
He expressed optimism that the MoU would lay the groundwork for establishing Edo Air.
The event was attended by Deputy Governor Dennis Idahosa, Chief of Staff Yakubu Musa, and other state officials.
