The Democratic Republic of Congo filed a lawsuit against Rwanda before the International Court of Justice on Friday, accusing its neighbour of committing atrocities in the conflict-plagued eastern region since 1996.

Kinshasa charged Rwanda with widespread human rights violations and abuses carried out during a campaign of genocide.

According to the Congolese government, these atrocities targeted Hutus on its territory following the 1994 Rwandan genocide of Tutsis and moderate Hutus, while also harming other Congolese ethnic groups.

The Democratic Republic of Congo argued that the United Nations court in The Hague maintains full jurisdiction to hear the case.

To establish this legal authority, the government explicitly invoked international treaties, including the global convention against genocide.

As the highest judicial organ of the United Nations, the International Court of Justice resolves legal disputes between states in accordance with international law.

While the court issues legally binding decisions, it lacks an independent enforcement mechanism to ensure that nations comply with its rulings.
