The National Assembly has secured approval from 28 State Houses of Assembly to establish state police and has begun preparing to transmit the bill to President Bola Tinubu for assent.

The Clerk to the National Assembly, Kamoru Ogunlana, disclosed this in a statement signed on Tuesday. According to the statement, the 28 states have approved the Constitution of the Republic of Nigeria, 1999 (Sixth Alteration) Bill, which seeks to establish State Police Services and address related matters.

The National Assembly had transmitted the bill to all 36 State Houses of Assembly on September 16, 2026, for consideration and approval. It also asked them to communicate their decisions within 30 days.

Although the deadline expired on October 15, Ogunlana said his office would continue to receive reports from the state assemblies until it sends the bill to the President.

“Following the receipt and verification of the reports, the Office confirms that 28 State Houses of Assembly have approved the Bill,” the statement said.

The 28 approvals exceed the constitutional requirement of at least two-thirds of the 36 state assemblies. This means at least 24 states must approve a constitutional amendment before it can proceed.

The Clerk added that the National Assembly had verified the reports and voting records submitted by the state assemblies to confirm their authenticity. He also clarified that Section 9 of the Constitution does not expressly require a Third Reading for a Constitution Alteration Bill, unlike the process for ordinary bills.

With the required number of state approvals secured, the National Assembly said it was taking the necessary administrative steps to transmit the bill to Tinubu for assent.

“In view of the approvals secured from the required number of State Houses of Assembly, the necessary administrative processes are being undertaken to facilitate the transmission of the Bill to His Excellency, the President of the Federal Republic of Nigeria, for assent, in accordance with the Acts Authentication Act, CAP A2, (LFN) 2004,” the statement added.

The National Assembly thanked the state assemblies for their cooperation and timely responses. It described the proposed amendment as a major step towards strengthening Nigeria’s security system and deepening the country’s national structure.

The Clerk’s office also promised to continue providing updates on the constitutional amendment process.
