The Oyo State House of Assembly has begun legislative consideration of Governor Seyi Makinde’s request for a ₦330 billion supplementary budget and budget realignment to accelerate key infrastructure projects and priority programmes across the state.
The proposal was presented during plenary through an executive communication from the governor, which Speaker Adebo Ogundoyin read before lawmakers.
Following its presentation, the House gave the Oyo State Supplementary and Realignment Appropriation Bill, 2026 and the Oyo State Supplementary Finance Bill, 2026, their first and second readings.
Governor Makinde said the supplementary appropriation became necessary after several Ministries, Departments and Agencies (MDAs) requested additional funding to complete ongoing strategic projects and government programmes.
He explained that the State Executive Council approved the proposal after the Ministry of Budget and Economic Planning reviewed the funding needs of the affected MDAs in line with the administration’s Roadmap for Sustainable Development (2023–2027).
According to the governor, the additional funding will support major infrastructure projects, including the Circular Road, Ido-Eruwa Road, Airport-Ajia-New Ife Expressway, Saki-Igboho Road and the Apete-Awotan-Akufo Junction Road.

The proposal also provides funding for the ongoing upgrade of the Ladoke Akintola International Airport, construction works at the Government House, Consolidated Revenue Fund charges, public debt servicing, loan repayments, gratuity payments and preparations for the local government elections scheduled for the third quarter of 2026.
The agencies seeking additional allocations include the Ministry of Public Works and Transport, Oyo State Investment and Public-Private Partnership Agency, Ministry of Finance, Office of the Executive Governor, Oyo State Independent Electoral Commission, Ministry of Establishments and Training, Oyo State Road Maintenance Management Agency and the Office of the Head of Service.
A breakdown of the proposal shows that ₦35.5 billion, representing 10.76 per cent, is allocated for recurrent expenditure, while ₦294.5 billion, representing 89.24 per cent, is earmarked for capital projects.
The funding package includes ₦120 billion from the realignment of existing budget allocations from MDAs with unutilised provisions and ₦210 billion as supplementary expenditure for the 2026 budget.
A separate Supplementary Finance Bill seeks approval to finance the ₦210 billion supplementary budget from Oyo State’s Consolidated Revenue Fund.
If approved, the proposal will increase the state’s 2026 budget from ₦892.09 billion to about ₦1.102 trillion.
Makinde urged lawmakers to expedite consideration of the bills, saying the budget adjustment will ensure the uninterrupted execution of development projects, improve service delivery and sustain the state’s infrastructure development agenda.
