Ukraine and Azerbaijan have signed six cooperation agreements as President Volodymyr Zelensky continues efforts to expand Kyiv’s drone technology partnerships, particularly in response to evolving global security challenges.

Zelensky announced the agreements on Saturday in Baku, saying the focus of the discussions centred on defence and security cooperation, though he did not give details of all the sectors covered.

He said the latest collaboration prioritised military technology, noting that Ukraine’s experience in drone warfare was a key part of the engagement.

“We have signed six documents today.

“Today, the number one area is security. This concerns the defence-industrial complex,” he said.

“We have shared our experience in countering the aggressor today”.

Zelensky added that Ukrainian specialists in drone technology are already operating in Azerbaijan, describing defence-industrial cooperation as the central pillar of the partnership.

He also indicated openness to broader diplomatic engagement, saying Ukraine was willing to participate in trilateral talks to end the war with Russia if Moscow showed readiness for such discussions.

“We shared with the president of Azerbaijan that we are ready for trilateral talks.” 

Speaking alongside Azerbaijani President Ilham Aliyev, Zelensky stated that Azerbaijan has consistently supported Ukraine’s territorial integrity and has provided humanitarian assistance since the Russian invasion in 2022.

Relations between Azerbaijan and Russia have become increasingly strained in recent months, following incidents including a 2024 case in which an Azerbaijani passenger aircraft was struck by what authorities described as a Russian missile, resulting in fatalities.
