The US House of Representatives has passed a sweeping package of sanctions targeting Russia, sending the legislation to President Donald Trump for his approval.
The Republican-led chamber approved the bill by 262 votes to 159 on Wednesday, giving Congress a final green light to the most significant US legislative effort against Moscow since Trump returned to the White House.
The legislation is designed to increase economic pressure on Russia over its ongoing war in Ukraine. It targets Russian officials, financial institutions and parts of the country’s energy sector.
The bill, known as the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, also gives Trump authority to impose tariffs of up to 100 per cent on major purchasers of Russian oil and gas.

India and China are among the largest buyers of Russian crude and could therefore face the effects of the tariff provisions. The legislation contains exceptions for countries that are taking significant steps to reduce their dependence on Russian energy.
The measure also targets vessels linked to Russia’s so-called shadow fleet, which has helped maintain the country’s energy exports despite existing Western restrictions.
The bill passed the US Senate by 86 votes to 11 in August before moving to the House.
Trump has indicated that he will sign the legislation, which could mark a significant change in Washington’s sanctions policy towards Moscow.
The legislation follows months of congressional delays over how far the United States should go in tightening economic pressure on Russia.
Ukrainian President Volodymyr Zelenskyy had backed the measure and urged US lawmakers to approve stronger sanctions against Moscow.
Some lawmakers, however, raised concerns about provisions giving the President broad authority to impose tariffs on countries that continue to buy Russian energy. Critics argued that such powers could have economic consequences for US allies and other trading partners.
The bill now goes to Trump, whose signature would bring the new sanctions into effect.
