Ukrainian President Volodymyr Zelensky announced that a Russian ballistic missile struck the CHP-4 power plant in Kyiv on Tuesday evening without warning from Western allies.
Ukrainian systems detected the incoming strike only as the missile neared the capital, which relies heavily on Western—specifically United States—intelligence for early detection and target identification.
Zelensky criticised the lack of notification, calling it unjust that partners failed to issue early warnings while Russian forces systematically target Ukrainian infrastructure.
The strike killed at least two people and injured roughly 20 others after hitting a residential building in the Desnianskyi district, according to Kyiv Mayor Vitali Klitschko.
AFP journalists reported hearing multiple blasts across the city of three million people, following an earlier incident from Monday night where explosions occurred before air raid sirens sounded.

Ukrainian officials attributed the delayed alerts to Russia using hard-to-detect missiles or potential technical difficulties.

The renewed bombardment follows conflicting signals from Washington regarding the conflict’s status.
US President Donald Trump recently posted a claim on Truth Social alleging that Russia and Ukraine had agreed to an “energy ceasefire” to stop targeting power plants and refineries.
Trump has frequently criticised Zelensky over Ukrainian strikes against Russian oil facilities and suggested over the weekend that Ukraine needs a new president.
