38 Federal MDAs Transition to Paperless Workflow – Tinubu

President Bola Tinubu has directed all ministries, departments and agencies to embrace technology, announcing that 38 ministries and extra-ministerial departments have already transitioned to a secure paperless workflow system.

Speaking while declaring open the International Civil Service Conference 2026 in Abuja on Wednesday, Tinubu said Nigeria’s civil service is undergoing a major digital transformation.

“The era of manual inefficiency must give way to a culture of speed, transparency, data-driven decision-making and citizen-centred service,” Tinubu said through the Secretary to the Government of the Federation, Senator George Akume.

According to the president, reforms under his administration’s Renewed Hope Agenda are beginning to yield measurable results, with the civil service moving “from aspiration to execution, and from execution to measurable impact.”

“When we spoke of digitalisation in 2025, some may have considered it an ambition for the distant future. Today, with 38 Ministries and Extra-Ministerial Departments operating on a secure, paperless and end-to-end electronic workflow system, we are sending a clear message: Nigeria is building a public service that enables progress,” Tinubu said.

He directed all MDAs to deepen digital work processes and embrace technology in service delivery, insisting that public institutions must become more responsive to citizens’ needs.

The president also revealed that an ongoing Personnel Audit and Skills Gap Analysis authorised by his administration is nearing completion.

He said the government is identifying competency gaps and repositioning workers for 21st-century governance.

Tinubu connected the changes to his government’s larger digital infrastructure agenda, which includes Project BRIDGE, or Building Resilient Digital Infrastructure for Growth, which he recently advocated at the Africa CEO Forum in Rwanda.

According to him, Nigeria is making its digital infrastructure ecosystem accessible to investors and development partners to increase employment, innovation, connectivity, and public-sector efficiency.
