UN Envoy Raises Concerns Over Central African Republic’s Upcoming Polls

United Nations Special Representative of the Secretary-General in the Central African Republic (CAR), Valentine Rugwabiza while speaking on elections at the council said that elections in the CAR represents a significant opportunity to consolidate progress achieved in the extension of State authority, and to lay the foundation for decentralised governance.

This was reported at the presentation of the Secretary-General’s report on the UN Multidimensional Integrated Stabilisation Mission in the Central African Republic (MINUSCA).

Rugwabiza said organisation of safe, transparent and inclusive elections will contribute towards addressing roots causes of recurring conflict in Central African Republic.

The CAR is expected to hold local, legislative, and presidential elections in December, 2025 for the first time in four decades.

Rugwabiza also expressed concerns about persistent pockets of insecurity, particularly in areas where armed groups engage in predatory operations to control mining sites.

She said the situation remains fragile in border areas where MINUSCA continues to work closely with the Government to strengthen the effective presence of authority.

The Special Representative also showed concerns about the human rights situation as it remains of particular concern with persistent violations, stressing the needs to address the security issues or these crimes could undermine the hard- earned security gains.

She called on the CAR Government “to continue taking decisive action to address these violations, ensuring accountability for all perpetrators.”

CAR’s Ambassador Marius Aristide Hoja Nzessioué to CAR’s President Faustin-Archange Touadéra’s added that their goal is to have a CAR which is free from any illegal weapons, to guarantee a future where every citizen can live in peace and well deserve dignity.

Nzessioué called for all armed groups to lay their weapons down and join the peace process.
