South Korea on Thursday became the first country to fully implement a comprehensive law regulating Artificial Intelligence(AI), including measures specifically aimed at deepfakes.
President Lee Jae Myung said the AI Basic Act “comes into full effect today,” marking a major step in the country’s efforts to position itself among the top AI powers alongside the United States and China.

Under the law, companies must inform users when their services or products use generative AI and clearly label content, including deepfakes, that could be mistaken for reality.
The Ministry of Science and Information and communications technology(ICT) described the legislation as creating a “safety- and trust-based foundation to support AI innovation.”
Violations of the law carry fines of up to 30 million won (around $20,400).
South Korean media noted that this is the first comprehensive AI regulation law in the world to take effect.
While the European Parliament adopted AI rules in June 2024, those measures will only be fully enforceable by 2027
